Steven X. Chan
Regional Head of Government Relations, Asia-Pacific, PayPal
Steven Xavier Chan is the senior director and regional head of government relations, Asia-Pacific, for Paypal. Based in Singapore, he leads government advocacy, strategy and outreach efforts across 15 markets in the region. Steven has more than 20 years of combined government and industry experience in international trade and public policy. He previously worked at State Street Bank based in Hong Kong, the American Chamber of Commerce in Shanghai, Booz Allen Hamilton and Deloitte Consulting. He also held various positions in the U.S. government at the Department of State and Department of Commerce in Washington D.C.
At PayPal, Steven is the regional diversity and inclusion champion and have helped launch five LGBTQ+ employee “Pride” networks in Singapore, China, Philippines, Australia, and India; two disability “Thrive” groups in Asia; and strengthened the women’s “Unity” networks in the region. He recently led the development of PayPal’s “Future of Work” report focusing on how accelerated trends in automation, digital commerce and changes in demographics are impacting the financial health of workers in Singapore. Steven wrote articles and spoke on the effects of COVID-19 on the workforce that require a reimagining of future work environments.
Steven currently serves as chair of Emerging Payments Association Asia Advisory Board, board member of AmCham Hong Kong and the National Center for APEC, and an industry leader of the APEC Asia Pacific Financial Forum. Steven earned a Master of Arts in international economics from the School of Advanced International Studies at The Johns Hopkins University and a Bachelor of Arts in international affairs and economics from Lewis & Clark College in Portland, Oregon.
